１．武将と君主、二つの生き様を体感せよ！
従来の君主プレイに加え、武将の立場でのプレイを追加。それぞれにおいてゲームの流れが変化するほか、ゲーム中に立場を変更することも可能となっています。これにより、例えば劉備のように地方君主と流浪する遊侠としての立場を繰り返しながら皇帝となったり、呂布のような裏切りの武将人生を歩むこともできます。

２．豪華エディットモードでオリジナルキャラを作成せよ！
以前の作品に実装されていたエディットモードを大幅にパワーアップ。ベースとなる衣装を男女それぞれに多数用意し、従来のボイスやカラータイプ、体型変化などに加え、肌の色やオプションパーツなどの新仕様も追加しています。

３．政略カードを駆使し、勢力を拡大せよ！
これまで以上に「わかりやすく・とっつきやすい」政略フェイズを目指しています。カード内政システムを改良し、「煩雑なコマンド選択」や「細かな数字の操作」を少なくしたシンプルで奥深い戦略パートを実現しています。
