龍蛇混雜的街道，警察與黑社會間，一直是河水不犯井水。黑社會樂是只會剝削手下的老大，盲輝是樂的手下。某夜，有市民因買了假煙追討而被打死，警方派遣展等PTU，禁絕所有黑幫勢力。盲輝因欠債被樂哥打，為了生計更被逼犯事，結果被PTU拘捕，對警察懷恨在心，展一隊人認定盲輝想殺警察…一日盲輝把所有PTU引來，卻在所有PTU面前活生生把樂哥打死！他道出無法生存的悲哀。展在此街巡邏，碰上盲輝女友小惠，小惠突然把刀直插展腹腔，她控訴警察令他們無以為生，令她失去至愛。警察是一份需要付出感情的人道工作。但從來沒有歹徒會以人道立場待他們。醫院中的展，還未脫離危險期…
