They escape from the despotic terrors on the mainland to Hong Kong only to find themselves face to face with the terrors of gangland, Hou, the leader, is undaunted. This is the land for us to conquer he tells his faithful followers. And Hou goes to Boss Kun with the proposal: I'll take Sham Shui Po for you and you make me a captain. A few bloody fights follow and Hou is Kun's captain dealing in drugs, prostitution, and loan sharking.

Hou is a good learner. Soon he knows hot to have a friendly press and a friendly police force. Kun gets jealous. He asks Hou to hijack Boss Gong's narcotic shipments on the high seas and tips Gong off later. So Gong goes after Hou. Hou survives but is lamed for life.

So Hou turns to Kun. He exposes Kun through the newsman he has befriended. Kun is put behind bars. Hou now becomes a boss. He plans to wipe out all the other bosses. The tide finally turns to his favor. And yet the law catches up with him. Today Hou is known by a number and works in the prison carpentry. He is still lame.

Hou suceceded after a few bloody fights. As Hou's got stronger, Kun became jealous. He set Hou up to hijack Boss Gung's narcotics shipments and tipped off Gung at the same time. After Hou finds out about it, he sets a trap for the man who framed him.
