Panic Maker is developed by Hiroyuki Kobayashi, the producer of Viewtiful Joe. In Panic Maker, the hero is the alien Kozumi from the trouble making Meiwaku Planet. One of the stage in the game is Racoon City, in which Kozumi can transform himself into Chris Redfield, Jill Valentine and Nemesis from the Biohazard / Resident Evil series.
