Storyline:

Pacific Buoy is a marine facility built near Hachijojima in Tokyo to connect security cameras owned by police forces around the world. In preparation for full-scale operation, engineers from all over the world gathered to connect to the network controlled by Europe's police organization Europol. There, a particular "new technology" that applies a face recognition system is being tested.

Meanwhile, Conan and the Detective Boys have come to Hachijojima to go whale watching at Sonoko's invitation. Then, Conan receives a phone call from Okiya Subaru (Shuichi Akai) informing him that a Europol employee was killed by Jin in Germany. Feeling uneasy, Conan sneaks onto a security boat carrying Kuroda Bei and other Tokyo Metropolitan Police Department officials who are on their way to guard the Pacific Buoy and infiltrates the facility. Then, in a facility where preparations are being made for the system to go live, an incident occurs where a female engineer is kidnapped by an organization all dressed in black... falls into the hands of the organization...
