美國科學家韋洛文為解決腦部退化等疾病研發出一種新藥，並以一頭名為凱撒的猩猩作為測試。自小被韋收養的凱撒，最初就像一個人類的初生嬰兒一樣，對這個世界表現得十分好奇，但當牠越來越成熟並發展出高度智慧之後，其成年黑猩猩的攻擊性及保護本能開始展現出來令韋難以招架。 韋逼不得已將凱撒送住靈長類動物保護中心與其他人猿一起生活，卻不知道這些所謂保護中心其實就像是被遺棄的人猿監獄一樣。凱撒意識到要在這個地方生存，必須要利用自己的超智能去取代原本的人猿領袖，並建立全新的人猿秩序，帶領同類大鬧城市四出災難性搗亂，勢要從人類手上奪回動物尊嚴及地球控制權，向人類作出最大控訴！
