Storyline:
Along the Tokyo Bay coast, strange acts of destruction targeting Labors continue. Detectives Kusumi and Hata of the Jonan Police Station struggle with the investigation. In the midst of this, Hata meets Saeko, a university lecturer. As Hata spends more time with Saeko, he gradually becomes drawn to her. During the investigation, Kusumi and Hata encounter a "monster" that one after another devours humans at a floating stockpile base in the bay area. Is this "monster" the culprit behind the series of Labor attacks? Facts revealed from the remaining fragments of the "monster" completely change the situation. The incident draws in the Metropolitan Police Department, the Defense Agency, and Special Vehicle Section Two, and eventually a side of Saeko unknown to Hata comes to light. Shocking truths are revealed. The shadow of the Self-Defense Forces operating behind the scenes. Amid various conflicting agendas, the "monster" lands in Tokyo Bay once again.
