If you liked Fallout 3
This game isn't really revolutionary. It's not ground breaking. It's more of the same. Really fun more of the same. I recommend it if you liked Fallout 3... but if you couldn't get into it, definitely don't try to get into New Vegas. You also won't be blown away by anything new or revolutionary. And there are still plenty of bugs.
